Truck wont start. I noticed the fuel pump reglator fuse was blown so I replaced it but it blew again plz hlp?

My 98 Chevy Silverado wont start. It turns over and trys but nothin. We replaced Battery, checked spark plugs and replaced fuel pump reglator fuse. But it blew it again. Plz help
