Why is it that certain presidential candidates stay away from borders, language and culture in speeches?

It seems that most democrats have absolutely avoided this topic. They have refused to even address this issue and this is one that 73% of the nation says is important. In all fairness where are the repulicans at? Will the serious candidate please stand up?
