Why is the skin on my peeling?

I am not ually active. There is no rash or itch, the skin is just peeling and I am very concerned. It is peeling on both the tip of my and the shaft. It is very easy to see where the skin has peeled because it is a different color. Now I've been trying to look at this as brightly as possible (there are none really), but I am 18 and my hasnt grown since I was in 7th grade. Could this be a sign that my is growing or is this just some ****** up thing
